The basic sense is of something which "takes its time", "does not go in a hurry".
I. <noun> "Slow" the name of one of the several styles of the pulse in the veins as measured by a Tibetan doctor.
II. <adj> The comparative form of བུལ་པོ་. However, note that, since བུལ་པོ་ already has the sense of going slower, this བུལ་བ་ usually comes out to have much the same meaning as བུལ་པོ་.
